Create a Cloudflare API token from the Cloudflare dashboard. The docs say to go to Create API token and choose either a user token or an account API token with the needed permission groups. For interactive CLI use, you can instead run wrangler login; for non-interactive use, supply the token directly to tools via environment variables such as CLOUDFLARE_API_TOKEN.
